Job Description

Project Background :

The USAID – funded Mali Market Systems Activity, Sɛnɛ Sugu (“agricultural market” in Bambara), is a five –  year project, starting in early 2021 and implemented by CNFA. Sene Sugu aims to empower private and public market actors across the market system in 46 communes in the Sikasso sub-zone to affect sustainable, systemic change. Sɛnɛ Sugu interventions will address constraints to and foster beneficial relationships across the market system, transforming it from fragmented and informal to vibrant, organized, and inclusive.

Job Location : Bamako, Mali

Duties and Responsibilities:

Working under the direct supervision of the Director of Finance and Administration, Sene Sugu Human Resources (HR) and Administration Manager will perform duties, including but not limited to :

  • Execute all HR functions in compliance with Mali’s labor laws, USAID, and CNFA rules and regulations;
  • Respond in a timely and professional manner to questions and service requests from employees, providing excellent customer service and communication with context;
  • Support the implementation of CNFA ethics and compliance guidelines ;
  • Train and update Sene Sugu office staff in Bamako and Sikasso on project-related HR policies, procedures and regulations;
  • Develop job descriptions and take ownership of staff recruitment activities, working closely with the COP, DCOP, DFA and CNFA HR Department ;
  • Check new candidates’ professional references, and send to headquarters only highly qualified and experienced candidates for final review, employment processing, and onboarding procedures;
  • Process and review employment applications according to CNFA HR procedures;
  • Ensures that all staffs are informed of organizational policies and procedures and of any changes ;
  • Prepare local staff employment contracts and service agreements in compliance with CNFA and local labor laws ;
  • Oversee the creation and regular maintenance of personnel files, hiring, employment contracts, compensation issues, performance review, leave schedules, timesheets, severance issues, staff management and other personnel paperwork;
  • Monitor and document the accrual and use of employee annual, holiday, maternity and sick leave, manage staff benefits;
  • Monitor and evaluate project’s human resources systems ;
  • Cooperate with other members of the Finance and Administration Team to ensure that all actions and decisions are aligned with project vision and goals ;
  • Help administer the health insurance program for the staff ;
  • Support the Director of Finance and Administration in the operational management of programs and policies relating to employee relations, compensation, benefits, security, performance and recruitment;
  • Ensure compliance with USAID regulations, national employment laws and CNFA employment procedures;
  • Ensure adequate classification and periodic updating of individual and collective files of Sene Sugu personnel ;
  • Coordinate and manager annual Performance review for all of the Sene Sugu staff ;
  • Ensure appropriate archiving of the various recruitment processes carried out for CNFA/Sene Sugu staff ;
  • Track exemptions and tax payments and tax issues for Sene Sugu Offices ;
  • Review and approve drivers’ overtime; and
  • Other duties as assigned.

Key Qualifications :

  • Eight (8) years of experience in administration and Human resources management roles for USAID funded programs of similar size and scope ;
  • Demonstrated knowledge of Mali Labor codes, insurance, personal income tax, and other HR- related laws and regulations;
  • Strong interpersonal skills;
  • Proven successful record in managing staff complaints and issues ;
  • Bachelors degree in a related field, or Diploma with two more years of experience;
  • Written and oral English proficiency and French fluency ;
  • Experience in the International NGOs registration process in Mali ; and
  • Deep understanding of the Mali context.
